At this stage of audit, issues to be considered include horizontal and vertical alignment, and intersection layouts. Where land acquisition is required, the draft design stage audit should be undertaken before the title boundaries are finalised. It should be noted that once this stage of design is completed, and land acquisition and other associated matters are finalized, subsequent changes in road alignment become much more difficult and costly.
